In my Commonwealth game i just ripped apart Muscovy for the 3rd time feeding Novgorod and Nogai most of their cores back with Austria's 300K troops (passed revoke privileges). I have the same dynasty as Austria, we have been allies the entire game. Muscovy only has a Royal Marriage with Sweden. After i peace out and Austria peaces out of another war they pass last reform and become the HRE. I go to fabricate a claim on muscovy and i see that they are the junior partner in a PU under HRE.
WHAT? how does this happen?
i mean, its not end game for me because i can still rip apart the Ottomans and Timurids and head into India, but it took away a major part of my expansion options.
