Download the New Nations Mod, I believe I saw the Austria Hungary in there somewhere.
In the Cold war tech tree expansion MOD there are events for the reformation of the old empires.
I know Austro Hungary is in there and is formed with Austrian and Hungarian lands with claims on Czechoslovakia, Yugoslavia and Romania I think it was.
Another was when playing as Sweden you get the option to unite Scandinavia under one banner. Which means a new nations with lands of Sweden, Finland, Norway and Denmark.
I'm sure there is more in that MOD i just haven't had enough of an in depth look around.
