Austria-Hungary: Bohemia integration

Playing as Austria-Hungary and I just completed the Protect Czechoslovakia focus. Once Czechoslovakia becomes my puppet I can't build in there country like I am able to as, for example, the United Kingdom building in the British Raj. Is this a bug or a legit thing Paradox implemented? I have the Together for Victory DLC and Death or Dishonor DLC.

Sounds like a bug, if they are your puppet you can built in their territory.

Did you check if they have buildings slots available?

I played as A-H for the achievement, they start off as the highest lvl puppet, where you are not allowed to build on them

Hmm... Is there any way to bring them down from a dominion?

You can send them Equipment to lower their autonomy level

I've played Austria-Hungary a few times, I normally just reset if they don't outright accept annexation because it's a real pain to get their autonomy down early one since your strained for equipment. If you wanna wait you'll probably be able to drop their autonomy by a lot once you capitulate a big country like Germany or the Soviets since you'll have a crazy amounts of excess equipment as well as their industry to pump out ridicules amounts of equipment per day.
