Okay so i have 1200 hrs of play time, but i never got around and played Austria, which i intent to right now. There are a few questions i'd appreciate to get answered.
  • Your ruler is voted Emperor if the electorates like you enough. Do the reforms work this way, also? You need most of HRE to like you to vote for the reform?
  • What is the best way to get PU over Hungary?
  • What is the best way to get PU over Bohemia?
That'll be all. All of additional advices are appreciated.

1) Usually the best way to increase the chance of princes voting for reforms is by increasing diplomatic relations. However taking unlawful territory and releasing princes is also an efficient way of keeping the empire happy.
2) You get an event which allows you to gain a personal union with Hungary around 1460 if you have a Royal Marriage with them. This is usually the easiest way in my opinion.
3) Once you get a royal marriage with Bohemia, they will share the same dynasty as you, meaning you have some opportunities to claim the throne and get a personal union by force. This can sometimes be difficult as they tend to ally Ottomans.
If this fails, around 1500 you may get a mission to enforce a personal union over Burgundy, Hungary or Bohemia.
