It's actually the other way and only one-way. Venice's opinion of Austria is historical friend but Austria's opinion of Venice does not have that modifier. That means Venice loves Austria but Austria usually hates Venice, especially after they get the "Our Claims to Italy" mission.I'm guessing that it was put in to keep Austria from annihilating Venice.
Even before that modifier, if you improved relations, stored up money, guaranteed them + allied them you'd get this:
Religion: +25
Ally: +50
Improved relations: +100
Guaranteed: +10
Rival of rival (do this and improved relations day 0): +20
That would stick you at a solid +205; even with some border friction to offset that you could gift ---> join empire as long as you were fast, sometimes w/o gift.
With +25 it's easier than ever...though they'll still probably turn hostile eventually. Once you're in HRE though, you can cause lots of problems with Venice.

Venice also tends to ally France, which means they will hate each other. Then Austria kills them with the Imperial Ban CB.
Venice joining HRE??? How?
I've played many Venice games, to the point where I took over Constantinople in one of them and became Italy in another but I was never able to join the HRE right at the start because my nation is too big.
You need to improve relations with Austria. Also, they won't let you in if your base tax is too large. I believe releasing Crete as a vassal and then getting max relations with Austria is enough to join the HRE, but you may also have to release Croatia as a vassal too, but I'm not sure on that.
