Austria and the Low Countries

Does Austria often have problems holding onto its own provinces in Austria after inheritance of Burgundies Low Countries?

They seem to often have almost all their armies in Low Countries so are unable to defend Austrian provinces. Styria forms from rebel control and eventually take all of Austria.

Can Austria AI change culture and form Netherlands and then Styria form Austria?

Out of two games i played with 1.8
they failed only once they can change culture but ai wont do such thing

Dutch has to be the primary culture, so Austria would have to sell all of Austria to Styria or someone else. Probably has to get rid of Wallonian and Flemish as well.
