The provinces and 'states' in the game aren't political units - so they're not strictly inaccurate. I totally get the "it'd be nice if all the States and Territories IRL had in-game "states" that matched their boundaries" (I'm an Aussie), but it's not a question of accuracy, per se, as in-game states aren't trying to do that.

Yeah, in-game states also need to represent things like resources, infrastructure distribution, industry, potential borders for peace, etc. with actual political boundaries only being a partial consideration, So even if say the Australian outback is a part of multiple Australian states politically, it makes sense for it to be separate in HOI IV to represent such things being rather different in the outback than the rest of the state.
