I have read the manual and searched the internet, but can't find any answer.

I hold all their provinces, and have eradicated their mainland and island armies (they have some infantry in british India though).
I have 100% in warscore... but still, they don't accept my puppet-proposal.
What do I need to do?

Are you sure you haven't overlooked something? Sometimes Australia does freak landing operations in Western Europe. They might still hold a province there.

Does the AI accept full annexation? You could release them afterwards and take the 5% dissent hit (although outright puppeting would be preferable).

I went with annexing and liberating. Worked very well, thanks.

Btw, I lose a lot of convoys in the pacific, my supply is terrible even on some of the islands you start with.
This is in areas quite far from enemy harbors, so does that mean I'm dealing with wolfpacks?

Given the distances, it's either surface fleet or wolfpack raids, though if an airbase is close enough, it could be naval bombers.

The solution that the Americans came up with was to use convoys with escorts. You'll still lose some convoys (especially if its a decent sized raiding force, but you'll lose less. The other solution would be to constantly perform ASW and naval combat patrols in the important sealanes or use naval bombers to perform naval strikes.

To solve the mystery here:

Australia is in the Allies, you probably were in either ComIntern or Axis. If both sides are in major alliances, no peace can be negotiated short of annexation. ;)
