What value should be changed in "define.txt" ?

may be based only on the uncolonized areas ? (to help barbarians hordes)

There's nothing in defines.txt on this, the attrition modifiers for provinces are in static_modifiers.txt under ###Provincial Static Modifiers###. Although there doesn't seem to be a specific modifier set for "empty" provinces, you can add attrition based on barbarian power in a province. I'm not sure what defines an "out_of_supply" province, but this might work as well.

Note: Looking at it, "out_of_supply" may refer to uncolonized lands, but I'm not at all certain of this. Try it and find out, I suppose.
