I'm pretty sure this isn't in ARMA. but I figure that if you are occupying a zone with very high partisan activity, some of your boys are getting whacked by freedom fighters/partisans/la résistance etc.

I think this could be modeled pretty easily by a very very small strength loss similar to winter attrition and such while our divisions are passing through or sitting in these zones which would force us to spend resources on reinforcements, even though there are no large scale combats going on.
EDIT:Of course the actual value of this attrition would be related to the partisan %

perhaps someone more knowledgeable could let us know a few numbers on casualties suffered by occupying armies in high risk zones (balkans, eastern europe etc.) to see if this could be worthwhile.

Many majors would not feel the difference but for medium powers and minors striving to make a difference, manpower is a huge concern so this could be an interestng aspect to factor in.

yeah.

I always felt that the way partisans were dealt with in HOI2 was a little weird.

I mean if you have the TC to spare, you can basically leave your occupied regions empty except maybe one or two CAV to deal with the occasional milita that pops up. This makes very little sense. Especially considering how partisans are more effective as small groupes in guerilla warfare, NOT divisional level conventional fighting.

And with this system you could have every level partisanship. Like in a freshly invaded region or when you have extremely high dissent, your garrisons (or whichever division is in place) will be taking relatively high losses, which might lead to a MIL division popping up to start taking select provinces, which would lead to a country gaining it's independence and declaring war on the former occupier.

You could also have relatively calm areas where barely anything is happening but you'd lose like half a manpower point every year.

If this could be combine with say depot line of supply disruption and loss of resources from provences ungarrisoned would modivate putting troops where needed to keep supply lines and resources flowing and thus open the garrison troops up to the attrition you suggest. No more need for parisan division uprisings.
