Attrition/combat

One of the things I deeply hate about Victoria. I hope that this time we, at the very least, have an auto reinforce system so I don't have to constantly check my few divisions scattered about in Africa taking that 1-3% attrition and slowly dying away, while I fight my wars in Europe.



Also, it should be possible to build fortifications/railroads in occupied states.

I will add that attricion shouldn't apply to units we keep in puppet countries.
