What does the core say when you hover your mouse over it? Usually it should say "Hungary is the primary nation of the Hungarian culture and will never lose this core" or something similar, but if the game considers the nation to be Austrian now, even if it doesn't exist any more, the core should expire in 50 years instead.
"Enforce Culture" is a subject interaction the overlord can use on the junior partner, and they love to do it.It can happen via event as the junior partner's monarch will have a different culture to them. I'm not sure why it's started happening so much recently though?

AFAIK, cores don't disappear if you convert a province to that TAG's primary culture. I don't even think it disappears if you convert it to a culture that isn't, unless that would also mean the core has expired under normal rules (50 years since it was last possessed by the TAG).
