since we should have front lines of some sort and most counbtries will have many divisions then unless a provence is fortified and those forts are active/occupied???? then you probably capture a provence with no other forces in it. it would makes sense as once a breakthrow happens you just occupie land.
IIRC, in that time frame, it was still, after you occupy a province, some kind of fortresses that needed to be besiege and (mainly) bombed. The purpose of those, for the defender, was not to stop the invasion, but to keep some ennemy troop away from the front.
