I was reading the wiki and it said this:
"
  • Fort: penalty for attacker attack and breakthrough of -15% per fort level
"
Now, since you can get 10 fort levels, isn't it impossible to capture a level 10 fort, as it will have reduced attacker attack completely (-150%)

There is cap to how much you can have reduction from one source, which while it states it reduces by (150%) it is actually (I don't remember exact value) around 98% reduction.

Would I be right in thinking that it's compound reduction, I.E, it reduces it by 15%, then reduces it by 15% of that value

No.

All modifiers are multiplicative, with the caveat as I said, that there is cap on how much you can reduce from one source.

+25% experience on division +20% level 4 general with infantry expert +10% attack/+15% defense and no other modifiers it means:

Division will have 1.25*1.2*1.1=1.65 Attack = 165% of original attack value.

Also found out the hard way that forts do take damage and begin to provide less of a benefit when there's fighting around them when I last played France.. Non-stop pressure by Germany along the (extended) Maginot line for months on end eventually started cracking the weaker forts around the Benelux border and led to a breakthrough. Certainly claimed a pound of flesh for it though.

attacking from multiple sides negates one level of fort per extra province (so attacking from 3 prov takes away 2 levels of fortification). Also repeatably attacking increases the chance of fortifications being damaged and they are negated until repaired. Also strategic bombing can damage them.

A level 10 fort might be a b*tch to take, but there are ways around it.. (most notably going around it and supply starving it :))
