Attaching Naval Brigades

How do I attach naval brigades to existing ships? I am playing the historical "Road to War" scenario as the USA. I built an AA attachment and when it gets completed, there is no apparent way to "attach" it to any ship. When I click on "deploy", no ships become available, when I click on a ship, the B+ (brigade attachment) button is greyed out. Is there a particular technology that has to be researched to allow for any attachment to be added after a ship is built?

It's a bug, I just submitted a report.
Unattached naval brigades become unuseable in savegames. Always attach them before saving.

Brigade attachments go to certain ships. You must go to the ship that is in port and first make sure it can use the brigade. Then click on the ship and on the bottom of its stats screen you will see an Icon that allows you to attach brigades. If you have one that can attach to that ship then the button will be active. Click on it then select the brigade and then it is permanately attached.
