Yeap the AI Seleucids actually do get themselves into a lot of wars. The main thing is to leave them get dragged into it fully, have a good ally and mercs and hit them hard with your cav spreading out in all directions as they're large and defenceless, you're offensive forces will distract them from sieging Atropatene lands and they'll be running around their own empire senselessly, hopefully meaning Atropatene player won't lose any pops. Sack Macedonian cities but not median or persian ones.

Atropene has a good economy so it's good to use that as a merc treasury and to also get a good merc general. Wait till Seleucids get into one of their many wars and split archers into sieging forces (low attrition) and cavalry into non fort capital capturing forces as well as a distraction for AI armies it works really well. I also find it's important not to actually fight battles unless you can isolate small seleucid forces and lead Bactria away from Atropatene if possible.

Edit: also managed to fix the culture happiness by giving rights, religious tech, omen power. I'm going for 'major syncretism' in the religious tree also and hopefully that will basically end unrest throughout the empire for unintegrated pops and I can grant more rights to my integrated cultures. I might also integrate more like the Macedonians for heavy infantry, the Armenians and Assyrians. I like the idea of a thousand nations of the Persian empire descending upon Greece.

Your strategy is spot on, I have tried it while the Seleukids where having a revolt and being attacked by Zanthia and it has been a bloodshed:

I have split my levies in cavalry only armies, while the other part of the levy was with high martial generals laying sieges. They have raid all along the Seleukid Empire without anyone stopping me. The forts issue is a problem. They have to teach AI to build forts in the Province capital.

Now is time to settle down that AE and enjoy my Medians, lovely.

What I do like is that the Persian traditions in combination with horse archers allows you to use your legion in a completely different way then Rome or any Greek country with their heavy focus on heavy infantry.

My mobile battle legion just easily beat a Mauryan/Magadhan army tripple it's size with a k/d of 3:1. Guess I found my new victim.

Do you plan to form persia afterwards for the achievement?
I have considered it, but I have demoted Persian culture to integrate Cappadocian culture. I think I am going to stay Median although I hate that purple colour!

I do not want to blob, I will eat Cappadocia and will try to grow tall. I am tired of getting wide because the game does not challenge you. I would like to increase my production x10 with slaves raids in all the world while I force all the big players to release subjects in liberation wars for my commerce routes (more small kingdoms more trade routes).

I am going to reach Maurya and Rome making a lot of tributaries in the middle. I dream of the Median Cavalry doing like the Huns now that I have tasted the success with the Seleukid.

Let's see if I have time and this is a successful and possible strategy. A WA (World Atomization).

EDIT: answering your question, I will make Seleukid to release Persia, is that possible?

Congratulations.

AI is too conservative, the first Diadochi war is scripted, after that no DOWs when you are big enough.

I would like to see temporary alliances to beat down a threat. Egypt + Rome taking on you for example.

What about the Magadhan Empire, they should have more levies than you.

My Armenia run was and still is my most enjoyed and favorite in 2.0 as well. For the most part it was an uphill battle that was challenging for the entire run and I enjoyed the more raiding/mobile gameplay too. Both the Seleucids and Maurya were a constant threat and I think that for the most part I got a bit lucky with being able to tear both apart piece by piece by simply being very mobile. They both are powerful and still challenging to play against while at the same time they're not like Rome that is expanding like a madman and is on your border within decades.

I united Persia as Atropatene earlier, my starting strat was integrating Cadusian to Nobles, befriending Selucus Nicator and using the Entice governor character interaction to steal large tracts of land from the Selucids starting with the rest of the Media region. For some reason the Selucids never went to attack me when I did this, and their lands are constantly going disloyal because of their stability problems
