I recently placed MIL bigades on each coastal province in France. I also left some MIL around port areas so that the enemy cannot simply drive around and encircle my troops there.
While they are not really able to hold the beach, they at least alert you of any landings and delay the attacker by bestowing "attack cooldown" on them. I had some cases where my mobile reserves where able to reinforce the beachhead before the initial skrimish with the milita was over, so this seems like a valid strategy.
And MIL are not really costly, so you can just build them. Better than having the MP floating around in the pool. Ports should, ofc, receive proper garrisons.
