Ataturk's Successor - Is this intentional?

I've noticed a few strange quirks about the events for selecting a successor to Ataturk in the new DLC. Some of them are clearly bugs and I'm in the process of running some test games to prepare a proper bug report but I'm curious to what extent some of the more ambiguous oddities are intended.

Broadly, whether Ataturk is retired with the decision or dies in office makes a difference to how his successor is selected. There are two events which look very similar but in fact function differently. If Ataturk dies in office, his successor is whoever the Prime Minister is. Narratively, this makes some degree of sense I suppose, as the immediate death of the sitting President would leave less room for succession planning, but none of this is mentioned in the event text or communicated to the player at all. It is simply the case that if Ataturk retires, it is possible to have multiple options for a successor, but if he dies then there will only ever be one.
Another difference between these two events is the subideology of Non-Aligned İsmet İnönü; he is an Oligarch if Ataturk retires but a Centrist if he dies. Why? (There are also a few other events, including the non-DLC equivalent, which create a Non-Aligned İnönü with the Despotism subideology)
The death event is also missing a particular candidate but I'll refrain from saying more for fear of spoilers.

Most importantly, if Ataturk "dies in office" after taking the focus "Privatize the Anadolu Agency", he does not in fact die or get replaced. The event text claims that "Celâl Bayar is the obvious candidate." but Bayar does not take office.
Ataturk can also achieve an unlife of sorts if his successor (through either event) is Communist or Fascist. He can still be seen as the leader of the Non-Aligned party in the mouseover text, and can be returned to power if Turkey is puppetted by a Non-Aligned country.
I intend to bug report both of these of course, but I do want to do a bit more testing to confirm all the nuances.
