At game start, when I select my character, I cannot make the map go to him - is that a bug or hasn't it been implemented in CK2, unlike EU4 (where it jumps to the area)?

If I click on an "interesting character" in the main game menu then hit Play, when the game loads the map is centred on his capital. What exactly are you doing and wanting to happen, please?
I'm on the screen before you hit "play". I click an interesting character, then I see his details on the right side of the window. There I can click on his flag and expect the map to move to his capital, but it does not happen. I expect it because it works almost everywhere in the game. Also in EU4. It would be useful especially in cases where I don't know where his place on the map is. Because then I cannot have a closer look on his neighbours e´tc., all the advantages the map modes give me already at that stage...
I see. Well, it's neither a technical issue nor a bug, but you could post it in Bug Reports as an enhancement request.
