A redo of Scandinavian National Ideas, missions, and events. As the game stands right now, there is never any reason to form Scandinavia. It’s a late game formable whose fixed idea set is both weaker than any of its potential progenitors, and utterly outclassed by all of it’s possible neighbors.
Currently, if you form Scandinavia as Sweden you lose all the great Swedish combat ideas for substantially weaker ones. All the Swedish flavor events disappear. The mission tree goes from somewhat limited but Swedish-centered, to totally generic. Norway and Denmark’s focused idea sets get replaced by a mishmash that doesn’t work or flow with either idea set. Nor can Scandinavia’s ideas stand up successfully against their neighbors.
Russia, Great Britain, and the Commonwealth can easily form in the early-to-mid 1500’s. A good player can get the HRE organized to form Prussia/Germany/Holy Roman Empire by the mid-to-late 1500’s.
Meanwhile, Scandinavia is time locked to the mid-1600’s at the earliest, and it’s ideas and mechanics are vastly inferior to… everyone around them. So why would anyone ever want to form Scandinavia?
Either redo the Swede/Dane/Norway NI’s so that Scandinavia’s NI’s extend and enrich their particular play styles, or have Scandinavia inherit the progenitor’s NI’s.
I’d also have Scandinavia inherit instead of overwrite the missions and events of their progenitor.
But even though these quick-fixes might remove the worst negatives of forming Scandinavia, it’s just a bandaid. At best, it leaves Scandinavia as just a mid-1600’s graphical update for Nordic culture nations. These fixes by themselves don’t provide a really compelling reason for people to form this regional conglomerate.
