There are many complications to assimilation compared to the EU or CK series. Assimilation is unlikely to happen except at the slowest of rates outside of the Americas and Oceania. POPs essentially cannot assimilate if they are the primary culture of the country whose cores you own. Furthermore, you need to have some of your own POPs in a province in order for non-accepted cultures to assimilate to your primary culture. The best thing you can do is have good reforms, keep militancy and consciousness down, and ensure that POPs are getting their life needs.

The key point is to count with a 1% of bureaucrats of your nationality. So if you have a nice province in Korea with 800 k, you will need to "send" 8k there, and "convert" all of them in buraucrts. The only way I see is encouraging inmigration through NF, and later try yo make them to work as bureaucrats. Perhaps it is achievable, but using your NF in a province for that, is simply not affordable.

Assimilation happens when a culture is not a primary culture of one of the cores that the province you are looking at has. The Americas and Oceania get a good bonus to assimilation. You can assimilate elsewhere by being civilized, looking at your states, not colonies, and having the population you want to assimilate having all needs met (including luxury). They have to be very happy, employed, and getting their needs. Then they will probably assimilate if their culture does not have a core on that province.
