The assembly line techs drop build time for all units (and many brigades) by 20%. They do not, however, decrease the time for province improvements, nor do they decrease the time to build AA, AT, and Art attachments. Vehicle assembly line decreases the time of SP versions, however.

So we have the odd example of Artillry costing 5/6/7 ICs for 60 days before and after 1940, while SP Artillery costs 7/8 ICs for 70 days before 1940... and only 56 days after. Anti tank is the same - it costs 2 ICs more, but after 1940, take 4 days less to build (60 days vs 70 days -20%). Rocket Artillery and SP rocket artillery aren't quite as bad - 6o days down to 48 for SP vs 50 for regular.

Shall I assume this is WAD? Or an oversight?

This sounds to me like one of those inconsistencies that is bound to crop up in a game of this scale unless you make things overly complicated. It may, however, be possible to logically explain it away as not being an error.

Comparing an artillerly brigade to a SP artillery brigade for example, did both involve the same number of gun tubes? If the TO&E for the self propelled units involved fewer guns this may be correct as is.

If not, then we either live with it as an inconsitency forced by trying to keep certain parts of the game simple or perhaps the benefit for self propelled artillery should be 10% rather than 20%.
