I'm relatively new to Stellaris, I bought it nearly a year ago, but I ended up not playing for like 10 months, and I've actually got a couple questions. I remember when I first started playing Stellaris that I could recruit clone armies, and I know that I can't do that anymore since that one game where I could. Is that because I'm not researching the right tech anymore is what?

The second is why do Assault Armies not take from the Planet your recruit them from POPs? I shouldn't be able to recruit an army bigger than the total amount of pops in my emipre but I can because they don't actually take from the pops. Anyone know why that is?

1. You need a technology for that. It's called Cloning. Afterwards you should be able to produce them.

2. Because with the amount of armies you have to spam later that would costs hundreds of pops. The number of armies is already limited by how many pops you have of that species.

I think, this would actually be a good thing. Way more reasonable than penalizing population growth of large empires, at least. Should also limit early rushes some.

Armies and pops do not use the same unit of measurement, and pops have no static size anyway.

I think, this would actually be a good thing. Way more reasonable than penalizing population growth of large empires, at least. Should also limit early rushes some.
It would need tweaking of army numbers and strengths, but in general having to pay for ships and armies with population is a good idea yeah. Humankind does it and I feel like it works reasonable well there.
