I got this event as a rediculously stable Sweden. The joke of it was that even with the -6 stab and +2RR, I still had no revolt risk anywhere and the rebels that spawned were so weak that they auto-despawned because they were smaller than the garrison in the forts.
I was an Absolute Monarchy, I'm guessing that was the trigger.
