It's a little more complicated, but generally, yes. We have two hours per week set aside for "game proficiency", i.e. keeping up with game mechanics - this is especially important since the version we generally use is hot code, so things actually change from week to week. Usually, that takes the shape of a office multiplayer round or two. Sometimes that gets streamed. You are generally expected to participate in your project's MP sessions (its also a good team building effort), but quite a few people play in the EU4 multiplayer who are not part of the EU4 team. Those people usually make up that time elsewhere, so it is not, technically, paid hours for them.
