Multiple suggestions for this
A: Simplest fix add more perk slots with research to unlock them
B: Consolidate perks that don't do much into one better perk e.g. Imperial Prerogative & Executive Vigor are weak perks and could be combined.
C: Move tech unlock perks into the tech tree. Colossus Project, Galactic Wonders & Ecumenopolis would feel more organic as a simple tech option instead of something you have to choose an ascension perk for, much like how most megastructures were moved out of the perks and into the tech tree.
Ascension Perks feel much better as empire stat bonuses on top of tradition unlocks rather than exclusive tech unlocks.
Additionally to point C, I'd strongly like it if the special empire ascension perks (genetic, psionic & synthetic) could be reduced to requiring only one perk slot, with the second level of the ascension being some kind of tech you unlock to take the next step instead of needing to spend 2 slots for it in an already limited perk system.
Alternatively option A would make the need to spend 2 slots much less of an issue.
While I understand the notion of the limitation on the number of perks you can take as an attempt to create empire diversity by providing a range of limited options, too many of these options are either too universally applicable (technological ascendancy is almost a 100% pick because research is so important), really mediocre (admin cap and edict slots are basically non-issues thanks to bureaucrats), or unlock major techs and content features that make it feel like I'm missing out (Galactic Wonders, Colossus & Ecumenopolis being the main culprits).
All in all another pass on the ascension perks and trimming of problem perks or expansion of available spots would be real nice
