Report on Commissary-General Grizelda Batista of Velutarian Free Confederacy’s reign

Twenty years have gone by since we reached the stars – fully, not only locally. Twenty years that has transformed Velutarian society. Twenty years since we took our first baby steps into the void of the stars and discovered what marvels – and dangers – that lurked out there. Twenty years of Batista rule.
As the Confederacy thanks her for her service and the baton is sent to her successor, I have by the Senate been asked to chronicle hers, and future Commissary-Generals’, reigns for the archives. What is beyond doubt, is that Grizelda Batista will be remembered for centuries to come.
Her reign saw us colonize three alien worlds and start the colonization of further two. It also saw the contact with a myriad of alien civilizations, all hemming us in, but only one which is hostile to our presence. The key year is 2207. While the Voltaum’s ancient presence, and long gone disappearance, was discovered in 2201, it was in late 2207 we met the Citizen Republic of Proval, our good and loyal friends. Within few years, we knew of five alien civilizations in our neighbourhood, as well as massive alien creatures lurking in space itself. In addition, we discovered a primitive civilization within our current borders. The two terms of Batista were truly a marvel.
The Ethir Civilization are passively observed for the time being.

The Velutarian Free Confederacy consists of 13 star systems, of which six has inhabited planets. Among these, the two last colonized are being colonized by the Lithoid Zri, as they are uninhabitable by Velutarian and our robots are not capable of controlling a planet on their own – yet.
The first and most prestigious of our planets are of course our ancestral home; Sutharia. Inhabited by us and our loyal robot servants – of which we have relied on for a couple centuries at this point – it is a savanna world.
Our first colony was Trondheim, also a savanna world as our home planet. It is located in the Betria system and is yet small compared to Sutharia. It is growing quickly though.
Our second colony is Bergen, another savanna world of equal size and population to Trondheim, situated in the Nembus system. It experiences a bit of unrest at the moment of this report, but plans are made to alleviate the situation.
Our third colony is Oslo, an arid world not entirely suited to our physiology, but still livable enough. It is situated in the Trijam system. It has – for the time being – a rather small population, as it was colonized late in the Commissary-General’s second term.
As of the end of Batista’s term, two planets are under colonization, by the aforementioned Zri, and not yet able to support themselves independently.
The first of these is Tunsberg, a continental world in the Betria system, same as Trondheim. It is a rather small world but will surely soon enough contribute to the Confederacy.
The second of the Zri colonized worlds is Lillehammer, an ocean world situated in the Dodonnam system. It is slightly bigger than Tunsberg.
Our neighbors
So far, the Confederacy has met five spacefaring civilizations. The most terrifying – and yet bizarrely cute - is also the last met; the Penthulan Throng. These cute looking peacocks are a ravenous hive, devouring all it passes. Thankfully they reside on the other side of our friends the Proval, who are strong and friendly. The hive controls only one planet at the time of writing, but consists of as many as 43 billion souls – if such a term can be used on demons like them.
The first civilization we met was our dear friends and allies the Citizen Republic of Proval. Communications were established in late 2208, and by the middle of 2213 both a non-aggression pact, a commercial pact, a research agreement, a migration treaty and a defensive pact was formed between our two civilizations. They inhabit four planets and count 50 billion souls.
The second civilization we met was the hostile Ishni Regime, a threat to our well-being and already a declared rival of our friends of Proval. They inhabit three planets and count 48 billion souls. They control the only known abandoned gateway in the galaxy, a construction it is paramount we gain access to in due time.
The third civilization we met was the friendly, yet not yet allied to us, Zracon Union. These fungoids are expanding at an alarming rate and inhabit six planets but count no less than 114 billion souls to our 40 billion Velutarian and 13 billion robots.
The fourth spacefaring civilization we met was the Fareen Accord, on the other side of the Zracon. These humanoids inhabit four planets and number 50 billion souls.
