Report on Commissary-General Haru Goto of Velutarian Free Confederacy’s second reign

(2241 - 2246)

The second reign of Haru Goto was short and saw the integrity of the Velutarian Free Confederacy itself threatened due to his actions. Seeing that the Confederacy was only slightly less powerful than the Ishni Regime, and after having got the Proval as another member of the federation, the Commissary-General felt secure enough to go to war against the Ishni.


The Proval and Zracon was each as powerful as the Inshi and would join the war if declared, the two promised. The Ishni was allied to the Anathurian Sacred Covenant, but only the four Velutarian systems in the south of the Proval was in danger from them, before they would have to get through the equally powerful Proval to get to the core Velutarian space. And those four systems were deemed expendable. It was paramount to expand northwards.


In 2243, on January 20th, the war started. And it went poorly. The Zrocan fleets patrolled Velutarian space but did not engage the enemy. The Proval kept to their territory, letting the southern Velutarian systems fall, but the enemy did not invade Proval space. A sitting war thus happened in the south.

In the north, the Velutarian fleet played cat and mouse with the enemy, slowly losing ground – and for a time even losing control of the border planet in the Trijam system. Systems kept getting lost and regained, small scouting fleets obliterated. But the main fleet of the Ishni was 50% larger than the Velutarian fleet and needed to be dealt with together with the Zracon fleet.

Report on Commissary-General Peng Sima of Velutarian Free Confederacy’s reign

With the Commissary-General dead so sudden, an emergency election was held. Peng Sima was elected and promptly set action to win the war in the north. The south was considered collateral damage if the enemy chose to claim it, which they had so far not done. The north was of outmost importance, though, especially securing the control of the gateway the Ishni held.


Our allies finally decided to go on the offensive too, although not together with our fleet. They went in the opposite direction each time, which might have been because of the search of glory the Zracon admiral was known for.


It went well for a time, as the federation made gains. A cat and mouse game had to be resumed though, when the allied admiral decided to retreat into Velutarian space before meeting the enemy fleet, which were weaker than theirs, but stronger than ours.


In the end, war exhaustion on both sides forced the combatants to the negotiation table, and a status quo peace was reached. In this, Velutarian Free Confederacy kept all their southern systems and gained six systems and three planets from the Ishni in the north – a most decidedly positive outcome for the alliance.

At the end of the war, the Velutarian economy had crashed, though. Despite that peace and optimism for the future had returned, the Commissary-General was unable to stabilize the crashed economy, having to sell excess food and minerals to keep the country afloat. The Commissary-General was not reelected.

At the end of the war, the Velutarian economy had crashed, though. Despite that peace and optimism for the future had returned, the Commissary-General was unable to stabilize the crashed economy, having to sell excess food and minerals to keep the country afloat. The Commissary-General was not reelected.

Wow, Commissary-General Sima's downfall has a lot of parallels to the 1992 US Presidential Election. (Bush v Clinton) The favorable outcome of a war and the optimism that comes with it just isn't enough sometimes. I like to imagine Sima's opponent at the big debate saying: "It's the economy, stupid!"

I have to wonder if in some ways Commissary-General Sima was a victim of his own success. It sounds like the enemy planets taken in the war might well have been a drag on the overall economy, especially if the Confederacy had to foot the bill for their reconstruction and reorganization.

Glad you do too! :) The strain probably can be attributed to the newly conquered planets, yes. It was a total collapse. :(

Report on Commissary-General Randolph Jennings of Velutarian Free Confederacy’s reign

Commissary-General Randolph Jennings’ two terms was for a long time dominated by the economic crash he inherited from his predecessor. Fixing the economy turned out to be no easy task, but by the end of his first term, Jennings had managed to balance the economy enough that all parts were positive.


This, together with another war with the Ishni and their allies the Anathurians and the Independent Kammarian Union that ended up being a walk in the park, gaining the Free Confederacy several planets and systems, secured him a second term. Even the capital of the Ishni itself, Ish, was secured for the Confederacy. The whol war ended in less than two years and was a resounding success.


In the new territory, three new planets were ready for colonization and was either settled or almost finished settled when his reign ended.

In the east, a profound change happened in the Confederacy’s ally and federation partner the Citizen Republic of Proval. A spiritual wave went through the republic, reshaping the republic into a theocratic republic, while keeping the name of the old citizen republic. The Proval and the Free Confederacy kept a friendly and mutually respectful relationship, although the materialistic ways of the Velutarian were now a sore point in the states’ diplomacy.

At the end of Jennings’ term, the RIsor colony began to behave weirdly, as the population become increasingly feral – both in violence and sexual appetite. Authority were on the brink of breaking down and the Commissary-General made it his main priority to find a solution. Scientific research soon found the culprit; a local fungus found in the planet’s many caves were affecting the colonists. Jennings decided to not eradicate the fungus, however, but rather use the spores for something good. The result was restored order on the colony, much increased fertility and a slight decrease in happiness, as not all agreed with the solution.

With the Federation again at peace, the Free Confederacy had yet again grown at the expense of the Ishni, which now only had one planet under their control and was spread thin. Around the galaxy, war was a constant at some part or another, but seldom did large changes in border occur. In the federation, whispers were that another war to end the Ishni threat needed to be done sooner rather than later.

Internally, new planets had been annexed and no less than three new planets had been colonized under Jennings. The first of the newly settled planets were Molde, an ocean world with much potential for urban growth.

Second was Risor, a continental world with a hostile fauna and the aforementioned fungus spores.

Lastly was Vadso, a continental world not yet finished colonized at the end of the Commissary-General’s term.
