As Rome, how to make the Julii a great family?

Since the last update, I've been trying to give offices to Lucius Julius Libo, governorship, admiralship, anything really, but he always end up being adopted by one of the big families, instead of waiting until the next event about adding a new great family.


Is there any way to turn the Julii great now?
