Is there an event or decision that I can choose from sometimes before Japanese invasion? Or I simply have to invade them? Coz I badly need their factory and resources, thx!

Annex or puppet? You have a 50% chance of puppeting them if you have waking the tiger and do the subjugate their warlords focus. It’s risky though - you don’t have many rifles to spare before Japan invades

without WTT you should be able to annex them via event when the war starts against Japan

I prefer it when Guangxi doesn't submit. Against all the other warlord you can simply walk past their divisions and capitulate them easily, but Guangxi lets you get good xp and general grinds going, which will be super useful to get rid of your debuffs and hold out against Japan.
Well you can also grind against other warlords too, just don't take their capital too soon
They run out of men and/or guns too quickly. You run the risk of accidentally destroying divisions instead of grinding up on them.
Not to say that they cant be used, just that Guangxi is best.
