TBH, i'd do the achievement in style, by creating a catholic corridor from balkans to jerusalem, as the knights. Or wait no, as cyprus. Lot harder that way!

From what I can tell from the achievement files, you need to actually be Cyprus/The Knights when you form Jerusalem.Actually it looks like it, yes.
You have to start as the Knights or Cyprus, and end up as Jerusalem. What you do in between is your business.
Of course you'd have to take champagne from France first ;-)
