Will this new meta be possible in victoria 3? In Vic2 until HoD was the meta, but had changes, but in newest games like EU4 and HoI4 this strategy is becoming even more and more used. So, how will this work here?

Idk about Vicky 2 or EU4. But in Hoi4, Artillery only is a joke / super hard challenge.

The same is true of Vicky2 and EU4, you want artillery in the back line where it gets a bonus, and so you want at least as much infantry as artillery

Unless you are dank memeing epic style, why would anyone playing those games go artillary only? It is objectively inferior to standard/meta tactics.

Well, there were some videos about artillery only in Hoi4, that just made me remember that this was a legit strategy in early to mid Vic2.

Mass steamer transports were the naval meta too, in these times.
