I was playing as a ruler with a decent stash of nice artifacts and one day, abdicated the throne to my heir. of course, the heir didn't inherit the artifacts, much to my dismay. the annoying bit is, though, the artifacts seemed to have disappeared. they didn't get given to the new ruler even after the owner of the artifacts died. Am I missing something or is something fishy going on?

Since you mention "Abdicate", I assume you triggered a revolt and surrendered.
If your old character is still alive, he'll be owning his treasury still.
Make sure he moves to your court and dies there to have a chance to get your stuff back.

actually i have a mod that just lets the character step down under certain circumstances, that's why she kept the artifacts. I thought I invited her to my court before having her killed, but that may be it.

While I'm not familiar with this mod, result is likely the same- She's still alive, so she got to keep her artifacts.
Ideally, you'd hand over as many as possible before abdicating to prevent eventual losses.
Best shot now, as mentioned invite her, a 50%chance of losing items is better than losing them for sure.
If she died by now, check at whose court she died- might be the culprit has parts of your treasury secured now.
