1.06b running SoI (but this bug existed prior to this and before the DLC was released) has a bug regarding plot leaders in my realm but not my direct vassal.

When I am king level and the plot leader is a count level vassal of one of my duke vassals, a failed arrest involves the plot leader "escaping" to the court of the duke level vassal (where they already were). They never raise arms to fight me off (presumably as I'm not their liege), so every result is either them "escaping" or me gaoling them. Given that they don't rebel nor do they leave my realm, I can keep attempting to arrest them until it succeeds.

It's a bit of an immersion breaker at the moment, as it basically means my choices are ignore the plot, or have 100% chance of arresting the plot leader. They either need to to be able to raise arms against me, or I need to lose the ability to arrest them directly, and instead demand that my duke level vassal arrest them.

I haven't done any testing around it to see if it alters things, but I nearly always take these actions when the game is paused. The one attempt I tried after deciding to submit a bug report got the count arrested on the first attempt
