You may gain or lose prestige from making the marriage, but your state skills are not affected by your heir's marriage--that only counts for your own spouse. Of course, once your heir succeeds you, then it will make a difference.

You can offer marriage to any woman anywhere who is currently unmarried. However, you need permission from the liege of the court the woman is in for the marriage. (So good luck marrying women in Muslim courts, because their lord hates you.) If the woman you marry is in your court, no permission is necessary, seeing as you're the liege of both people.
Adding onto this, I think Antmf might also be asking if she comes to your court. There are a few different scenarios:
-If you regular marry your son to a landless woman, she comes to your court.
-If you regular marry your son to a landed woman, he comes to her court.
-If your matrilineal marry your son to a woman landed or landless, he comes to her court.
-If you land your son afterward, your daughter-in-law moves to his court (he must be in your jursidiction for you to be able to give him land.)
-If your daughter-in-law is also landed, the couple stays in their land but uses personal diplomacy instead of state diplomacy when calculating their relationship.
