I also wondered if the stats of a ruler depend on his military skill.

Made some tests (not enough) and it seams that ruler-general stats are distributed in the same way the usual general stats are and don't depend on military skill.

Are ruler general pips modified by Tradition? I've never been sure about this.
I remember there was a thread asking this question a while ago - ruler/heir general stats are calculated the exact same way as a normal general. That is to say, they depend entirely on tradition and not on the ruler's/heir's military skill.

Many people do this. Innovative and Defensive are good for this reason.

No you're not. I love the Innovative/Aristocratic/Offensive/Defensive quartet for churning out hordes of god generals.

(Although Humanist+Quantity also has one of the best policies in the game now.)

To an extent, but don't underestimate quantity. It has a quality of its own as they say.

Eventually the enemy just drowns in your own troops' blood.

I tend to take quantity late in games. Usually because there are no other ideas that seem as useful at that point....and I'll be honest, it's fun too see those ridiculous force limit and manpower numbers. Plus big number armies plus good generals = gg.

Considering how OP generals are, the luck factor (especially early game) is really frustrating.

It's not luck, just probability. If you roll enough generals, you will get a good general. I rarely roll less than twice for my first general, because a good general is basically a tactics tech level.

you can always hoard your tradition on missions. Some countries have missions with high priority (fe netherlands - colonise guiana - use those between missions)

1. set colonise guiana mission
2. colonise guiana - get 10 prestige
3. set rival_army mission
4. abandon guiana colony
5. build up mercenaries to complete mission
6. repeat step 1

every 180days you get 5 Army Tradition

unlike construct_army mission rival_army mission has no flag timer and can be repeated indefinitely.

Considering how OP generals are, the luck factor (especially early game) is really frustrating.
There is a mod that sets all dice throws in army/navy battles to 0. I use it and I find it very fair.

My first game as Pomerania I rolled a 2-6-0-0 when I made my king a general. Too bad his monarch stats were crap. Its not as bad as it used to be, but an early lucky general roll can make you mop up your opponents with ease.

its all rng. Period. You can help the odds by taking some idea groups and getting military tradition to 100, but thats it.

I rolled a 1 5 2 0 or so ruler general at ethiopia start once. King died in first battle.

But, since you don't have to spend military points on harsh treatment (useless), you usually get some points spare to roll for good generals.
