I also wondered if the stats of a ruler depend on his military skill.
Made some tests (not enough) and it seams that ruler-general stats are distributed in the same way the usual general stats are and don't depend on military skill.
I remember there was a thread asking this question a while ago - ruler/heir general stats are calculated the exact same way as a normal general. That is to say, they depend entirely on tradition and not on the ruler's/heir's military skill.Are ruler general pips modified by Tradition? I've never been sure about this.

Considering how OP generals are, the luck factor (especially early game) is really frustrating.
