When you look at the "army" column in the ledger, is that the total size of the manpower of an entire nation, or the amount the king (or whatever) could actually raise if you went to war with him. I've been looking at Cuman's figure as they fight constant wars with different neighbors, and the number never seems to decline.

It's the amount the king could raise.
If you hire mercenaries, it figures them in too.
