It doesn't make sense to raise an entire army in anywhere it pleases you, players can destroy nearby armies way to easily before ally reinforcement can make any difference in war and under any historical context I think no army, I mean no army would be in the capital (ai always raises their armies in their capital as far as I'm aware) waiting to move when there's any problem, even in terms of logistics this doesn't make sense. Also, the old system (ck2) required you to think about where to move your forces to, how and where, if you would wait for all of them to be together or attack with as many as you can in a timeframe... Idk, I felt it required thinking in a fun way.
