The EU2 army management system is user unfriendly.

Example - I want to combine bits of one army with another. I get a box with two armies showing, and a third (empty) army is in one of the slots; I have to swap to the other one.

I think, for new players and old, a simpler system would be better. Perhaps an army management box should pop up, with a boxes for 4-6 armies on a screen. Each box would have the force types the armies have (leader/inf/cav/art), and dragging the appropriate force would allow some or all of that type to move to the new army.

Even the HoI system was a bit clunky, it wasn't always clear who was going where, the "+" system was useable eventually but not clear right from the start. A large navy was also harder to manage than it should be, and I think it would have helped to display more ships on the screen.

I'd also like to see a warning (or explanation) about how two differing morale levels will end up (adding low morale artilllery always seemed to kill an high morale army's morale)(I figured the new guys always fired short). Perhaps one option would be to display end morale levels with an "are you sure" button, or perhaps a simple "undo" button.

However it's done, army management will be one of the things new players see very early in their EU3 experience, and it should be simple and intuitive.

I always lacked in the reorganization a possibility to move only leader from one to another army.

I have two leaders in one army. I meet in one province with another army without leader. I want to move one of the two leaders to the second army. In Eu2 it's possible only through complicated reorganization of both armies.

Agreed, there's a lot wrong with reorganization. Given that, if you want to pause the game & take the time, you can do just about anything in the way of reorganizing (even down to a single man, if you want), what's the point in not making it simple & quick.
