Does keeping the Army maintenance cost at 50% only affect moral or does it affect attrition as well?

something strange happening in my game now... I have my Army Maint costs set at 50%, but the little warning icon in the top left still shows up telling me i should lower my maintenance costs. is this a glitch or am i missing something?

You can click on the notifier to jump directly to the maintenance page of whichever is low.

Yah, it took me a few wars to figure out that you HAVE to click on it twice. Once for land units and the other for naval units.
