I was pointed to the fact that if in a province you have a road network and a extensive road network you don't have to pay for your troop upkeep.

The positive attrition modifiers for those 'building' are bigger then the maximum modifier for not paying for your troops, see also this screenshot.

In my opinion the attrition modifier for not paying should be much higher cause now you can fight a defensive war without paying for your troop upkeep.

Or put not paying to +50

I mean troops who aren't getting payed would not fight for you very long


EDIT
I wouldn't change the positive modifiers since people are already complaining about the attrition that is insane according to them.

but +50 isn't that too much? Then again I really have no isight on that and dunno - how much in % attrition will that represent?

I think 50%, but I'm not sure.

I think +30 is enough. This way we have a damage, but not the major damage you would get when you have no roads.

I don't see a problem, since it severly limits your strategic options. You won't win a war without attacking, so to speak. And faced with large enemies, you will net up larger attrition than your enemy and you shall be defeated. If I want to fight a defensive war cheaply, I will simply mobilize my big regiments when my province is being besieged, drive away the attackers and demobilize. Sometimes with nice timing it is possible to annihilate your enemy without paying a dime.

So in other words, this is a problem only with insignificant wars and there are other exploits to use with those kinds of wars anyway. In important wars it seems to work fine for me.

Well yes, it works fine, but it is strange. Not paying for the upkeep and not suffering any attrition because of that.

There are other things that are strange too, this is hardly on top of that list. ;)

That is true, especially when it comes to coding time, this may be very low on the priority list.
