Why regular infantry are so important, is very difficult to difine

paraphrased from Eisenhower's memoirs: the Allies didn't win the war because of all the B-17s or carriers. they won because Gi Joe (his term, not the cartoon) risked life and limb every single day for three years straight.

Does this take into account upgrades to your units? If I have Level IV INF/INF+ART/ART divisions but I am facing a mixed bag of Level II/III INF/INF/INF+ART divisions, won't I still last against these fights? They would not get the combined arms bonus, would they?

They don't get CA (and neither do we) because all of those units, yours and theirs, are 100% soft while you need a softness between 33% and 67% to get CA. For the same reason, the 2+2's late-war Hard Attack deficit makes no difference at all in this case... it is used only against Hard units, and those opponents are 100% soft.
