The optimal army setup is something like this:
50% INF + 50% ART + 2 CAV
Basicly INF takes the front, ART shoots from the back and CAV flanks the enemy. Ensures maximum firepower per frontage. Later when the frontline becomes smaller you can remove CAV or replace it with INF.
During the early game, when battles are bloody and units break faster, you migt try a 60% + 40% approach.
As for OOB I suggest using small sized stacks. I usually use armies with 6 INF + 3 ART during the early game, 27k total. These are broken into 2 INF + 1 ART = 9k stacks for sieging and gathered for combat. If large enemy stacks appear I move another army to assist. Another idea can be to hold some 1 INF + 2 ART units as reservesand rush them into any serious fight.
2-3 CAV regiments are used as siege armies that take enemy provinces or cut off enemy units in battle.
