In HoI, it's quite hard and toilsome to manage leader, find them and assign to the proper unit(s). So I have one idea how to make things easier for player.
It's nothing unusual to split armies , merge them and if you wanna get max of it, you always assign leaders to newly created formations. During longer operations its really a pain. Solution could be to assign leader ahead of time, i.e. assign multiple leader (in clear hierarchy) to single formation, so when you split that formation into more formations, leaders lower in the command hierarchy of that formation (e.g. I. Panzerarmee) are assigned automatically, and vice versa when merging such formations.
Example: Germany has formation of 12 armours named I. Panzerarmee. In the beginning of the game, player assigns leaders to this formation in following order (from higher commander to lower): Gen Rommel, Gen von Manstein, Gen Guderian, Gen Model, Lt. Gen Meyer. During invasion to France, player wants to split formation into four smaller ones to quickly conquer more provinces at a time. As he split I. Panzerarmee into subgroups, leaders are automatically assigned to them, 1st led by Rommel, 2nd by von Manstein, 3rd by Guderian and 4th by Model. If player split these formations to create one more, it'll be led by Lt. Gen Meyer. All this without player's need to assign leaders manually.
