The AI has 73 galleys in a port. There was a 7k troops stack there, which I assume is now on the ships. I moved 7k troops into the province and sieged it. My units have a skull (signifying attrition), even though the limit on the province is 8k troops.
Essentially the armies on the ship are keeping me from sieging the province without taking attrition casualties, but there is no way for me to fight them.
