100 x 400 officer divisions = 40000 officers needed, requiring about 36000 more from the starting amount. Under service by requirement 1 leadership = 6 officers per day, three year draft = 5 officers per day.

China starts with about 15 leadership, united it has around 25 leadership.

36000/(15*5) = 480 days to reach 100% officer ratio as standard Nat China and three year draft.

36000/(25*6) = 240 days to reach 100% officer ratio as united China and service by requirement.

As for supply cost, INF/INF/ART/ART is as good or more effective in supply cost per Soft Attack than standard infantry.
what about HQs? or protection? or ships? or air forces?

Well Ships and Airplanes don't cost officers. HQs will add some ~20-25% to the cost, not a dealbreaker at all.
yea. but what about other stuffs? i mean protection of harbors and such? and what about massive mountains in unification wars? mountain inf would come in more handy than heavily handicapped arty based divisions.

Oh, I don't mean literally only INF/INF/ART/ART, just that 100 divisions of non-MIL brigades is doable with 100% officer ratio. If you want to make 20% MTN and some GAR then that works too. You're not going to be able to supply more than 60-70 divisions in the north anyway, the rest can be held back on defense. Be as flexible as you wish, just don't use MIL.

That said the warlords are weak enough that specialized MTN divisions really aren't required.

well, as china i conquered every single country i could around china, including sinkjang (or how its called) and tibet. staging area for support attack to SU. so mountain for me are must have-20 mountain brigades. after war you have average 50% experience on them if you use them to the max. very usefull. but militia can be usefull to. in defence and, when i crushed japan army at continent and routed them to isles, JAP AI mostly have only garrisons around, then you can just spam invade militias. and they are extremely usefull in mopping up japan survivors after manchuria surrender. its always clusterfuck up there. but yea, lately i played only with pure INF divs and kicked japan ass soo hard. only used militia as supports to military police divs. garrison at ports and 1-2 brigades at side provinces of ports. saved my ass 4 times in 1 gameplay.
