Economic giants but military pygmies have no real diplomatic clout (such as modern day Europe and Japan). As an incentive not to disband all your old units to save on supplies, diplomatic cost and likelihood of success should depend on the difference of military power between the negotiating partners, with a penalty for distance between.

Also, countries that do not maintain an adequate military should be at increased risk for diplomatic humiliation, like an occupation of the Rhineland, which will cause very large dissent.

i mentioned something similar...

CheckDivision function = % chance Event xyz fires = # divisions

Useful for at least two of the majors
