Still very new to this game but how do you get it to where you can have your fleets do Armageddon ground support? I have my orbital bombardment set to full and am playing xenophobic. What am I missing?

You nee the Fanatic Purifiers or Determined Exterminator civic. Sadly neither are present in the game yet, wait for the DLCs.
