Are you supposed to be able to go over 100 rep with a faction?

From what I understand, Planetary Government missions are solely based on your MRB rating.
Faction quests should only need your rep with them.

Silly question. Do you get reputation even if you dont change the mission rewards on the slider? or do you have to do that to get any rep?

You always get some rep. It's just that turning down rewards will get you extra.
It's a handy way to build it up if you don't need mech parts.
