Because mine don't. Shouldn't they do so? Because we can sell them provinces if they have claim. Sometime you can't just take all their claims on time. And after they are very passive in this matter. Or maybe I just didn't notice that? Same goes for PU lesser partners. They're very passive too.

They don't fabricate claims. Which is pretty logical if you think about it since they can't even take the land after fabricating the claim. Go Japan and keep the Shogunate if you want your vassals to fabricate claims.

One of the latest patches says they can now fabricate claims on their own and they can be given territory they have claims on in peace deals. I've not seen this yet though.

They only got a setting exported to defines, so you can make them fabricate claims in a mod. In the base game they still don't.

Yeah, exactly. It is now an enableable feature.

Protectorates and colonial nations should fabricate claims on their own, though. Colonial nations can occupy those claims and be given them directly in a war, as well (instead of the usual occupied-by-overlord-instatransfer-on-peace thingy that normally happens)

Protectorates do fabricate claims in vanilla (are meant to, anyway, as of 1.5.x; I've not personally verified it.) All other subjects need a mod to enable this - the moddability also being new in 1.5.

Protectorates though are also quite independent they wage wars on their own etc. Vassals as they are now are useless except providing canon fodder in a war and providing you with their own cores after annexation. IMHO they should rework them majorly. At least if they need to give the overlord the reconquest CB for their cores.
